It's iterative, which means that a lot of things get tried and are allowed to fail if they simply don't work. My understanding is that the writing process is "board-driven," which means a team of writers collaboratively put together, write, edit, rearrange, each episode before it ever gets animated. I think the reality is that the show is a LOT of work, and it's simply not realistic for two people to be solely responsible for that creative energy.
